Business funding in the Inland Empire: what owners here borrow for

The Inland Empire is the logistics backbone of Southern California and one of the fastest-growing regions in the state. It is also the weakest-served market we cover: a search for business loans here returns press releases and closed listings. Here is what Riverside and San Bernardino County owners actually borrow for.

  • The logistics and warehousing corridor. Ontario, Fontana, Rialto, Moreno Valley, Perris, Jurupa Valley and Redlands hold hundreds of millions of square feet of warehouses along the 10, 15, 60 and 210. The third-party logistics firms, freight brokers, cross-dock operators, packaging companies and staffing agencies that fill them carry 30- to 60-day terms from big shippers against weekly payroll. Factoring on receivables, equipment financing for forklifts, racking and yard trucks, and working capital for peak season.
  • Trucking owner-operators and CARB. The IE is home to more trucking companies and owner-operators than any other part of the state. California’s CARB emissions rules keep pushing fleets toward newer tractors, and the ports and large shippers increasingly require them. Owner-operators borrow for a compliant tractor, a second truck and a driver, trailers, and the fuel and insurance gap while brokers pay. Equipment financing on the dealer quote, factoring on freight invoices.
  • Ontario airport and the Ontario Mills area. Air cargo handlers, ground services, hotels and the retail and restaurant cluster around Ontario Mills and the convention center borrow for equipment, remodels and seasonal working capital.
  • Riverside downtown and UCR. Downtown Riverside’s restaurants, law and professional offices around the county courts, and the student-driven economy near UC Riverside borrow for build-outs, payroll gaps and the summer lull. Lines of credit and working capital.
  • San Bernardino. The county seat’s auto shops, trucking yards, medical offices, restaurants and contractors, plus the Inland Center and Hospitality Lane corridors, tend to come to us after a bank decline. Working capital, equipment and consolidation with the right funders for thinner files.
  • Temecula and Murrieta wine and hospitality. Temecula Valley’s wineries, tasting rooms, event venues, hotels and Old Town restaurants peak from spring through fall and around the holidays. They borrow for harvest and bottling costs, tasting-room and event build-outs, and the winter slowdown. Working capital, equipment for production, SBA for land and buildings.
  • Rancho Cucamonga and Victoria Gardens retail. Victoria Gardens and the Foothill Boulevard corridor hold restaurants, boutiques, fitness and medical businesses with holiday-heavy sales. Inventory, remodels and a cushion for the slow late winter.
  • Construction trades and medical offices. Contractors, framers, concrete, electrical, plumbing and solar installers work the region’s constant home and warehouse building and borrow for equipment, trucks and materials between progress payments. Medical and dental practices near Loma Linda, Kaiser Fontana and Riverside Community Hospital borrow for equipment and acquisitions.

Chino’s manufacturers and distributors, Corona’s industrial parks and Pomona on the LA County edge, with its Fairplex events and auto row, round out the files we see most from the 909 and 951.

How it works from the Inland Empire

Our office is at 10100 Santa Monica Blvd, Suite 100, in Century City, which is 40 to 90 miles from most of the Inland Empire depending on where you start. Almost no IE client visits, and none needs to. Everything runs by phone, email and electronic signature, including truck deals where the dealer is paid directly.

  1. Secure application at /apply: amount, time in business, monthly revenue. No documents, no credit pull.
  2. A specialist calls the same business day. For trucking and logistics we ask about your fleet, your brokers or shippers and their payment terms. For everything else, what the money is for and when you need it.
  3. Send statements. Three to four months of business bank statements as PDFs, ID and a voided check. The dealer quote and spec sheet for trucks and equipment; tax returns for larger or SBA files.
  4. Compare offers. Side by side with total cost, term and payment. Every California offer arrives with the state’s required commercial-financing disclosure showing total cost and payment terms before you sign.
  5. Sign and fund. Same day to 3 days for working capital; 3 to 7 days for trucks and equipment; 45 to 90 days for SBA.

If you want to meet in person for a large file, we will drive out. Most owners prefer the phone.

Who qualifies in the Inland Empire, including owner-operators

The floors are the same across our panel: 6+ months in business, $15K or more a month in deposits, a 500+ credit score and a business checking account with three months of statements. Meeting them means most funders will look at the file. It is not an approval.

Trucking has its own rules. Equipment funders want to see your authority and insurance, the truck’s age and mileage, and steady settlements from brokers or a dedicated shipper. Owner-operators with 6+ months under their own authority and a 600+ score qualify with several funders; under 600 usually means a larger down payment rather than a decline. Newer authorities with a strong driving history can sometimes qualify with a co-signer or more money down. Ask; we will tell you what each funder needs before you send anything.

What does not disqualify you: a bank decline, a slow first quarter, a loss year on paper, or an existing truck loan. What does: an open bankruptcy, fewer than 6 months of statements, or a stack of daily-payment advances beyond what deposits can carry. Our 500 to 600 credit programs page explains what improves a file in 60 days.

Public programs in the Inland Empire to check first

The IE has good low-cost options that most owners have never heard of. If you qualify and can wait, take them first.

  • AmPac Business Capital. An SBA 504 certified development company based in the Inland Empire that also runs community lending programs. If you are buying your yard, warehouse or building, talk to them alongside anything we arrange.
  • Inland Empire SBDC. Part of the Orange County Inland Empire SBDC network. Free one-on-one advising, loan packaging and help preparing a bank or SBA application, with centers serving Riverside and San Bernardino counties.
  • CDC Small Business Finance also lends SBA 504 and community loans across the IE.
  • Riverside County and San Bernardino County economic development offices and the cities of Riverside, San Bernardino, Ontario, Fontana and Temecula run business assistance and, at various times, small-business grant and loan programs.
  • SBA Orange County / Inland Empire District Office for the list of active SBA lenders and workshops.

Expect 30 to 120 days and bank-style paperwork. Many owners pair a public or SBA loan with a short bridge from us while it closes. See our Los Angeles business funding hub for how we work across Southern California.

How Inland Empire deals get structured

Illustrative example$165K · Equipment financingOwner-operator adding a second truck · Fontana

Driver with 18 months under his own authority and a dedicated shipper wanted a newer tractor that met CARB rules so he could hire a driver. Five-year equipment financing on the dealer quote, four months of statements and settlements, funded in five business days with the dealer paid directly.

Illustrative example$250K · Invoice factoringThird-party logistics firm · Ontario

3PL with two national shippers paying on 60-day terms and a weekly warehouse payroll. Factoring facility set up in eight business days on an aging report and statements; invoices fund the day they are billed and the facility grows with volume. No term debt added.

Illustrative example$80K · Working capitalWinery and tasting room · Temecula Valley

Family winery needed harvest and bottling costs covered ahead of the fall season and a tasting-room patio finished before wedding season. Twelve-month term with weekly payments sized against summer-weighted deposits, funded in three business days. Paid down heavily after the holidays.

Examples are illustrative of how PMF LA structures placements; amounts, terms and approval depend on the funder and your file. Not an offer of credit.

Frequently asked questions

Can an Inland Empire owner-operator get truck financing with under a year in business?

Often, yes. Several equipment funders on our panel work with owner-operators who have 6+ months under their own authority, steady settlements and a 600+ score. Under 600 usually means a larger down payment rather than a decline. Bring the dealer quote, your authority and insurance, and three to four months of statements.

Do I need to come to Los Angeles to get funded in Riverside or San Bernardino County?

No. Everything runs by phone, email and electronic signature, and equipment dealers are paid directly. Our office is in Century City, 40 to 90 miles from most of the IE, and almost no Inland Empire client ever visits. For a very large file we will drive out if you want to meet.

Is PMF LA a lender?

No. PMF LA is a commercial finance broker. We arrange funding through 20+ funding partners, show you every offer side by side, and are paid by the funder. Any fee to you is disclosed in writing before you sign.

My freight brokers pay in 45 days. What are my options?

Factoring is built for this. A factor advances most of each invoice the day you deliver and pays the rest when the broker pays. It grows with your loads, does not require strong credit, and several factors specialize in trucking with fuel-card programs attached. We arrange it alongside truck financing so the two do not conflict.

Do you serve Temecula, Murrieta, Redlands, Chino and Pomona?

Yes. Our funders place throughout Riverside and San Bernardino counties and all 50 states. Temecula Valley wineries and hospitality, Redlands professional offices, Chino manufacturers and Pomona on the LA County edge are all regular territory.

How fast can an Inland Empire business get working capital?

Same day is realistic for amounts under about $250K when statements arrive by late morning and you sign before the funder’s afternoon cutoff. Most files fund in 1 to 3 business days; trucks and equipment in 3 to 7 days; SBA in 45 to 90 days.

Will checking my options affect my credit?

No. The three-question check and the first call are soft inquiries. A hard pull happens only after you choose an offer and give written permission, and only from that funder.
